- The Ministry of Employment and Labor and the Ministry of Science and ICT are providing education on generative AI, no-code website development, and more for “young people on a break.”
The Ministry of Employment and Labor (Acting Minister Min-seok Kim, hereinafter “MOEL”) and the Ministry of Science and ICT (Minister Sang-im Yoo, hereinafter “MSIT”) have collaborated to develop a new customized educational program aimed at strengthening digital competence and career exploration for promising youth, with recruitment for participants beginning from Wednesday, May 14.
The MOEL and the MSIT signed an MOU in February to bolster digital (AI·SW) education and collaborate to address youth employment issues. As a follow-up, customized courses for “young people on a break” will be offered at five “ICT Innovation Squares” nationwide to support youth career exploration. The MSIT will develop and operate these tailored programs, while the MOEL will guide and assist young people registered in digital (AI·SW) courses through its youth employment support initiative.

The program will roll out regionally from early June, starting in the metropolitan area, with a focus on boosting youth awareness, interest in and participation in the digital (AI·SW) field. Targeting the youth aged 19–34 who are temporarily out of the labor force (“on a break”), training programs include generative AI tools, content creation for documents, video, and images. Specifically, the programs consist of understanding AI tools and utilizing generative AI, data collection/processing/analysis, and portfolio development using AI.
Additionally, personalized programs such as “Mind Oasis Psychological Counseling” and “My Identity” interview workshops will be available for those requiring career counseling and mentoring, providing psychological counseling and sessions led by software developers to help them explore their identity and leadership style.
Practical workshops will also include trend lectures by AI experts from global Big Tech companies and no-code website creation sessions for participants to build their own web presence.
Approximately 125 participants (25 per region × 5 regions) will be selected, and recruitment will be conducted through MOEL, local governments, at the same time being open to applicants from the general public. Applications for the Seoul Metropolitan region are accepted from Wednesday, May 14 to Saturday, May 31 via the “Young People on a Break Digital Tailored Education Program” section of the Seoul ICT Innovation Square website ([https://seoul-ict.goorm.io/](https://seoul-ict.goorm.io/)). Regions outside the metropolitan area will open applications from June via regional integrated websites*.

MSIT Minister Sang-im Yoo commented, “We hope this educational program will be a great opportunity to cultivate our youth’s digital capabilities and help them build a hopeful future. We will do our best to support more youth entering the digital (AI·SW) sector, revitalize the national economy, and propel Korea into the top three AI nations.”
Acting Minister Min-seok Kim added, “As the ability to understand and utilize AI becomes a basic job competency, this educational program will greatly benefit the youth. Together with the MIST, we will continue to join forces to actively support their entry into the labor market.”
As the starting point for this cooperation, the MOEL and the MSIT plan to continue expanding digital education and strengthening employment support so that more youth can grow into leaders in the digital age.
