Offering free-of-charge consulting services to promote smooth adoption of the Serious Accidents
Punishment Act

□ Minister of Employment and Labor An, Kyung-duk and Dr. Ahn, Jong ju from KOSHA announced on the
25th of January that free consulting services will be offered to businesses subject to the Serious Accidents
Punishment Act(SAPA). Eligible companies are those in manufacturing and other industries, except for
construction, and with 50 to 299 employees.
* KOSHA experts offer direct consulting services for the construction industry.
□ High-skilled experts in the health and safety industries will visit companies at least four times over a
period of three to four months. Consulting will be provided on seven core factors aimed at health and
safety management, including identifying risk factors within facilities and companies.
* (Seven key factors) ①CEO leadership, ②Employee participation, ③Identifying risk factors, ④Eliminating
and controlling risks, ⑤Plans for dealing with emergencies, ⑥Health and safety management such as
outsourcing and commissioning, ⑦Evaluation and improvement of safety and health evaluations across the
board
○ The visits will focus on measures to prepare for SAPA and enhance health and safety leadership through
meetings with company leaders, with a view to helping establish health and safety management systems.
□ Companies that wish to receiving consulting have until February 15 to apply to organizations that
provide such services, the KOSHA municipal headquarters or Korea Federation of SMEs.
○ Around 1,000 companies will be initially selected as first priority, with an additional 1,000 chosen after
the second round of applications starting from the 2nd of March.
○ If a large number of companies apply for the consulting services, priority will be given to companies with
a high level of risk and smaller companies between 50 and 1,050 employees.

* In the order of ①Companies with a high level of risk, where casualties and accidents have
occurred over the past decade, ②Mid-sized companies with between 50 and 150 employees, and
③Companies that run their own safety management without help from professional institutions
□ The MOEL and KOSHA will hold monthly meetings with local operation committees comprised of
members of local employment and labor administration, KOSHA headquarters, and experts from the private
sector. These meetings aim to create an atmosphere conducive to safety and management by sharing a
range of exemplary cases within regions.
□ Deputy Minister Kwon, Gi-Seob from the Occupational Health and Safety Office, stated,
○ “Ahead of the implementation of the SAPA, the government is continuing to develop and distribute
materials that companies need, including leaflets on the SAPA, guidebooks on health and safety
management systems and discretionary monitoring tables for each industry in order to help eliminate any
uncertainties and difficulties companies are facing.”
○ He continued, “Since consulting is aimed at helping smaller at-risk companies apply health and safety
systems to their corporate management, I hope that companies requiring these services will apply.”
