MOEL and HRD Korea select 11 master craftsmen of Korea, 47 outstanding skilled technicians, 1 skilled craft master and 4 outstanding enterprises in encouraging skills

The Ministry of Employment and Labor (MOEL, Minister Kim Young-joo) and the Human Resources Development Service of Korea (HRD Korea) have selected and announced this year's master craftsmen of Korea (i.e. Korean master hands), outstanding skilled technicians (craftsmen), skilled craft master and outstanding enterprises in encouraging skills.

This year they selected 11 master craftsmen of Korea who have the highest level of skill in an industrial field and have contributed to the advancement of skills and the improvement of skilled technicians' status, 47 outstanding skilled technicians, 1 skilled craft master and 4 outstanding enterprises in encouraging skills.

11 master craftsmen of Korea in 11 occupational categories

The title 'master craftsman of Korea', which is the highest honor for skilled technicians, is conferred on technicians who have the highest level of skills in an industrial field. This year 11 people in 11 professions were selected as master craftsmen of Korea.

Master craftsmen of Korea are selected each year from among people who have the highest level of skills and have worked for at least 15 years in their industrial fields and have contributed to the advancement of skills, after paper screening, on-site evaluation and interview.

(Selection criteria) Master craftsmen of Korea are selected from among people who have the highest level of skills and have worked for at least 15 years in their industrial fields and have contributed to the advancement of skills and the improvement of skilled technicians' status.

(Number of selected people) From 1986 to 2017, a total of 627 people in 96 professions in 22 fields, including machinery, services and craft, were selected as master craftsmen of Korea.

- 410 people in the field of machinery, including machinery and materials, 98 in the fields of textile, industrial application and services and 119 in the field of craft

(Benefits) They are given a lump-sum grant (20 million won) and a grant for continuing to work in their fields (2.15~4.05 million won per year).

CNC Bank's CEO Bae Jong-oi, selected as a master craftsman of Korea in the occupational category of computer-aided manufacturing, is a skilled technician who succeeded in developing and producing high-quality equipment after having invested time and money in such development over many years.

Master craftsman Bae Jong-oi had dreamed of becoming a top technician since his childhood. With a special interest in computer-aided manufacturing and following his aptitude and talent, he entered Samchunpo Technical High School's Department of Machinery and diligently learned related skills there.

After graduation, he joined a machine tool company where he learned general-purpose lathe processing skills and grew into a professional technician. He won the gold medal in CNC machining at the 29th Worldskills Competition in 1988.

Mr. Bae expressed his willingness to foster the next generation of technicians by saying, "The machine tool industry, one of our country's key industries, is in a difficult situation because of a labor shortage. I will strive to transfer my know-how to young people so that they can properly learn practical skills and thus grow into skilled technicians."

Outstanding skilled technician

'Outstanding skilled technicians (craftsmen)', which can be seen as an interim step towards becoming a master craftsman of Korea, are technicians who have technical skills and have been engaged in production work in their industrial fields for at least seven years. A total of 47 people in 19 professions were selected as outstanding skilled technicians.

Park Ki Tae Lab's CEO Park Ki-tae, a young technician selected as an outstanding skilled technician in the occupational category of interior architecture, has excellent technical skills. He registered a design built upon his brilliant idea, took out a patent and won awards in many contests.

Thinking that even if he learns only one skill, he should learn it properly to be competitive, CEO Park had applied himself to carpentry with passion and conviction since he was a high school student. As a result, he won a gold medal at the 36th Worldskills Competition. He has steadily built up his work experience ever since.

From 2011 until now, a total of 318 people were selected as outstanding skilled technicians. Outstanding skilled technicians are given a lump-sum grant of two million won.

Meanwhile, one person was selected as a skilled craft master who has the facilities and equipment necessary for skill transfer and passes on his skills. Skilled craft masters are craftsmen who have worked for at least 15 years in an industrial field that forms the basis of manufacturing or in which it is feared that there is a discontinuity between generations.

This year, Sukil Industrial Arts' CEO Lim Young-yul was selected as a skilled craft master in the occupational category of 'wooden framework making', one of the fields in which it is feared that there is a discontinuity between generations, so skill transfer is needed.

CEO Lim will foster the next generation of craftsmen based on his long experience in the relevant field and strive not only to inherit skills but also to advance them by reinterpreting traditional wooden furniture from a modern viewpoint.

Skilled craft masters are given a certain amount of subsidy needed for skill transfer during a fixed transfer period.

Moreover, four enterprises were selected as outstanding enterprises in encouraging skills, which give preferential treatment to skilled technicians (craftsmen) and contribute to the spread of a culture of skill encouragement.

Daehung Softmill (CEO Kim Dae-in), one of the selected four enterprises, is a bakery and confectionary machine manufacturer established in 2010. The company actively hires graduates of specialized high schools and learning workers and preferentially treats them in terms of promotion and pay rise.

Sukwon (CEO Lee Jong-yoon), established in 2009, is a company mainly producing thin film coating systems. The company has employment rules for skilled technicians, preferentially treats them in terms of allowances and actively provides vocational skills development training.

TMC (CEO Yoo Soo-hyun), established in 2007, is a company specializing in service construction. The company is striving to develop employees' competencies by actively encouraging in-house skilled technicians to use its job competency development program, learning clubs and suggestion system.

DPECO (CEO Song Shin-keun), established in 1998, is a manufacturing company specializing in automotive engineering. The company has a personnel management system and fringe benefits for skilled technicians, which cover hiring, promotion, pay rise and remuneration, and offers them rewards and other various benefits.

MOEL and HRD Korea select master craftsmen of Korea, outstanding skilled technicians (craftsmen), skilled craft masters and outstanding enterprises in encouraging skills every year in order to enhance awareness of skills, to improve the social status of skilled technicians and to advance skills.

Those selected as master craftsmen of Korea or outstanding skilled technicians are actively engaged in social contribution activities* aimed at giving back their talents to society, especially for specialized high school students and SME employees, in their capacity as industrial field professors of Korea or members of the skill transfer committee.

* career guidance, field-oriented skill transfer, mentoring activities, volunteer activities in marginalized areas, etc.

This year's master craftsmen of Korea, outstanding skilled technicians and outstanding enterprises in encouraging skills will be presented with awards at the Vocational Skills Month ceremony to be held on September 1st.
