MOEL publishes 'guidebook on application for part-time/flexible work subsidy'

The Ministry of Employment and Labor (MOEL) has published a 'guidebook on application for part-time/flexible work subsidy' to make it easier for SMEs to receive financial support for introducing and operating a part-time work scheme or flexible work arrangements.

ㅇ We would like to introduce such a scheme and receive a subsidy, but don't know how to do it.

 

ㅇ We cannot bring ourselves to fill in a participation application and business plan form because it looks so complicated.

 

ㅇ We would like to know in detail how to operate such a scheme and what we need to be aware of.

 

The main feature of the guidebook is that it explains the three programs* designed to support companies which allow workers to adjust their working hours and place of work to balance work and family life, in an easy-to-understand way and with examples for each step of the application process ranging from filling in a participation application to applying for a subsidy. 

 

* ① support for hiring new part-time employees, ②support for switch to a part-time work schedule, ③ support for flexible work arrangements

 

The first step 'Examine' gives a brief overview of each support program which includes the support requirements, details and procedures, etc., that companies must know before introducing a part-time work scheme or flexible work arrangements.

 

The second step 'Start' provides the document preparation know-how and examples companies can refer to when filling in a participation application and business plan form.
The third step 'Operate' describes how to establish working conditions and manage attendance and provides a sample part-time employment contract, sample regulations relating to switch to part-time and sample employment rules for workers under flexible work arrangements.

 

The fourth step 'Apply for Subsidy' explains how to write a subsidy application in an easy-to-grasp manner and lists frequently asked questions and their answers in the Q&A format ('Q&A about things to note') to satisfy people's curiosity.

 

Moreover, things to note and information easy to miss at each step are compiled in 'Points to Check' and 'Good-To-Know Tips', respectively.

 

Ha Chang-yong, Director of MOEL's Employment Culture Improvement  Division, said, "The guidebook will be useful and practical guidelines for HR managers in SMEs which want to introduce a part-time work scheme or flexible work arrangements."

 

"The government will make various efforts to enable more SMEs to create an organizational culture of work-life balance."

 

Copies of the manual will be distributed to major SMEs, Job Centers and job-related agencies across the country, and it can also be found on MOEL's website (www.moel.go.kr) or Work-net (www.work.go.kr-part-time work–information).

 

The government is subsidizing the labor costs of companies which introduce or expand a part-time work scheme* or flexible work arrangements**.

 

* Part-time work scheme: a maximum of 600,000 won a month (300,000 won in the case of large companies)/ a maximum of 7.2 million won for one year

 

** Flexible work arrangements: a maximum of 100,000 won per week (not available for large companies)/ a maximum of 5.2 million won for one year
